  1. Background

Centre for Rights Education and Awareness (CREAW) is a feminist women’s rights organization based in Kenya whose vision a just society where women and girls are valued, respected and enjoy full rights and live-in dignity. CREAW’s mission is to transform the lives of all women and girls through championing gender equality, rights and social justice.

The organization has developed a 5-year Strategic Plan to guide its priorities and programming.

CREAW’s Strategic focus areas as follows;

  • Ending all forms of violence against women and
  • Advancing comprehensive Sexual and Reproductive Health Rights (SRHR).
  • Investing Women’s Economic Empowerment (WEE).
  • Strengthening women’s rights organizations, movements, and
  • Women and girls’ participation of women and girls in leadership and decision

To support effective decision making, planning, resource mobilization, and accountability, the organization seeks the services of a qualified consultant to undertake an activity-based costing (ABC) of the five-year Strategic Plan. This will enable the organization have in place a realistic, detailed, and actionable costing framework that accurately reflects the resources required for implementation of the strategic plan at national and county levels.

2.  Implementation assumptions.

The costing of the Strategic Plan shall be based on various implementation assumptions, reflecting the anticipated implementation context across at least eight (8) counties in Kenya.

By way of illustration these may include

  • Geographic Scope and Roll-Out The Strategic Plan will be implemented in a minimum of eight counties representing urban informal settlements, peri-urban, rural and ASAL contexts. Implementation is assumed to be phased across the 5 years, with activities rolled out progressively across the main intervention areas
  • Institutional and Management Arrangements Overall coordination, technical oversight, financial management, and reporting will be provided at national level. County-level implementation will leverage existing structures and partnerships with county governments, civil society organizations, and community The costing does not assume establishment of permanent county offices.
  • Human Resources The costing assumes a lean core national team supported by county- based focal persons and short-term consultants engaged as needed.
  • Delivery Approach Activities will be delivered through in-person engagements. Trainings, convenings, and community engagements are costed using realistic and standard participant numbers per county.
  • Travel and Logistics Travel is assumed to be primarily by road, with limited air travel for hard-to-reach counties where justified. Per diem, accommodation, and transport rates are aligned with Government of Kenya and commonly applied donor guidelines. Use of local venues and service providers is assumed to minimize costs.
  • Partnerships and Cost Sharing Implementation assumes collaboration with strategic partners at county and community levels, including in-kind contributions such as meeting space, mobilization support, or staff time where feasible. No confirmed co-financing is assumed unless explicitly stated.
  • Monitoring, Evaluation, and Learning A functional Monitoring, Evaluation, and Learning (MEL) system is assumed to be in place throughout implementation. Costs include routine monitoring, learning activities, and periodic evaluations appropriate to the Strategic Plan
  • Financial, Risk, and Compliance Assumptions Cost estimates are based on current market prices in Kenya, with modest inflation adjustments for multi-year implementation. The costing assumes a generally stable operating environment. Implementation will comply with applicable Kenyan laws and donor requirements, including procurement, safeguarding, and financial accountability standards.

These assumptions are not conclusive and serve as an illustrative guide. The consultant will be expected to further develop the implementation assumptions as part of the costing methodology.

  1. Scope of Work The Consultant will:

a) Review the finalized 5-year Strategic Plan and relevant documents (organizational structure, past budgets, program workplans, donor guidelines, etc.).

b) Engage with key staff and management to understand the strategic priorities, programmatic areas, and resource needs.

c) Develop a comprehensive costing framework which

  • Indicates explicit cost drivers across all cost categories
  • Outlines Unit cost assumptions (with justifications), allocation bases and inflation /escalation rates.
  • Is broken down to indicate (i) programmatic direct costs, (ii) shared program support, (iii) institutional/organizational costs, and (iv) capital The cost architecture should cover each programme pillar and the cost of delivering each programme pillar. The framework must outline a transparent allocation methodology for indirect and shared costs (e.g. headcount, effort, expenditure base). The framework must also demonstrate explicit phasing logic: start-up vs steady-state costs, front-loaded investments, depreciation of CAPEX.

d) Provide a summary financial projection that supports resource mobilization and investment decisions.

e) Present the draft costing framework for validation with CREAW’s senior management and board members.

f) Finalizing the costed strategic plan incorporating feedback from the validation

4.  Deliverables

The consultant will deliver:

a) Inception Report detailing the methodology, workplan, and costing

b) A complete detailed costing framework comprising a narrative in word and a cost model in Excel with unlocked formulas and a clear structure broken down to indicate (i) programmatic direct costs, (ii) shared program support, (iii) institutional/organizational costs, and (iv) capital investments usable by CREAW post- consultancy.

c) A standalone Assumptions & Cost Drivers Register covering volumes, unit costs, staffing ratios, inflation, foreign exchange, growth rates, and implementation scale.

d) Validation of the costing framework with CREAW’s senior management and board

e) A presentation on the costing framework including stand-alone assumptions and cost drivers in PPT usable by CREAW post-consultancy.

5.  Duration and Level of Effort

The consultancy is expected to be completed within 20 -25 days from the date of signing the contract.

6.  Reporting and Supervision

The consultant will report directly to the Deputy Director and work closely with the Finance & Administration Manager and Programs Coordinator. Regular progress check-ins will be conducted to ensure alignment with the organization’s expectations. Final sign off on the costing framework shall be in writing by the CREAW Executive Director.

7.  Qualifications and Experience

The ideal consultant will have:

  • A degree in Finance, Economics, Project Management, or related field (Master’s preferred).
  • At least 5 years of experience in multi-year costing and financial modelling for NGOs, INGOS and or development organizations/ agencies.
  • Excellent analytical, writing, and communication skills

8.  Payment Terms

Payment will be made in three tranches upon satisfactory completion of deliverables:

  1. 20% upon approval of inception report;
  2. 50% upon submission of draft costed plan;
  3. 30% upon approval of final costed

9. Intellectual Property

All Intellectual Property created and owned by CREAW and provided to the Consultant in connection with this consultancy and the performance of the Services under a contract shall remain the sole and exclusive property of CREAW.

The successful consultant shall comply with all applicable data protection laws, including but not limited to the Constitution of Kenya 2010, the Data Protection Act, 2019, and all the regulations made thereunder from time to time as well as the Computer Misuse and Cybercrimes Act and any other applicable data protection and privacy regulations.

10.   Application Procedure

Interested consultants should submit a technical proposal outlining:

a) Understanding of the assignment, approach, and

b) Proven experience costing multi-year strategic or investment plans for NGOs, INGOS and or development organizations/ agencies. To satisfy this requirement, please provide evidence of completion of at least 3 similar This should include:

        • Name of client (organization)
        • Project title
        • Scope of services including thematic focus areas of these
        • Duration
        • Financial cost of the consultancy services provided
        • Scale of a previous strategy costed by the consultant indicating the complexity indicators of the assignment (geographies, donors, staff size).
        • At least two of these should have included themes focusing on gender equality, women’s rights programming and/or feminist principles.

c) Reference letters or letters of completion from at least 2 clients who received similar

d) Updated CV

e) A financial proposal in Kenyan Shillings (KES) indicating daily rates and total costs;
