RECRUITMENT AGENCY SERVICES – TERMS OF REFERENCE
BACKGROUND
The Centre for Rights, Education and Awareness (CREAW), is a feminist NGO in Kenya dedicated to advancing women’s and girls’ rights and promoting social justice. CREAW operates in 31 counties, with a physical presence in 7 counties. Its strategic priorities include:
- Ending violence against women and girls
- Advancing sexual and reproductive health rights
- Promoting women’s economic justice
- Strengthening women’s rights organizations and movements
- Enhancing women’s participation in leadership and decision-making
OBJECTIVE
CREAW is seeking to establish a Framework Agreement with a recruitment agency to identify, attract, and present highly qualified candidates for various roles. The agency will deliver a transparent, merit-based process that aligns with CREAW’s values, governance requirements, donor expectations, and safeguarding principles.
SCOPE OF SERVICES
The agency will provide end-to-end recruitment services, including, but not limited to:
- Defining role profiles, compensation, and criteria with CREAW stakeholders.
- Assessing CVs, leadership values, safeguarding, and provide longlists of 5 candidates per role.
- Developing guides, rubrics, and coordinate structured interviews.
- Conducting reference checks and credentials verification
- Selection & Presentation: Prepare candidate dossiers and facilitate final interviews.
- Offer & Onboarding: Negotiate offers, confirm references, and support orientation.
- Reporting: Maintain transparent documentation, regular updates, and a final closure report
PROPOSAL SUBMISSION GUIDELINES
Agencies must submit technical and financial proposals, including:
- Relevant experience (last 5 years)
- Company profile and references (preferably INGOs)
- Approach and methodology
- Team composition and qualifications
- Work plan and timeline
- Conflict of interest disclosure
- Fees and payment schedule
- References from at least three clients within the last 3 years.
AGENCY REQUIREMENTS
The successful agency must demonstrate:
- At least 5 years’ HR consulting experience, especially in non-profit or international organization recruitment
- Lead consultant with advanced HR qualifications and proven track record
- Knowledge of Kenyan and international labor laws
EVALUATION CRITERIA
Proposals will be assessed on:

TERMS AND CONDITIONS OF THE PROPOSAL
CREAW reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with this assignment.
CREAW reserves the right not to make any appointment from the proposals submitted. Service providers shall not make available or disclose details pertaining to their proposal with anyone not specifically involved, unless authorized to do so by CREAW.
CREAW Service providers are required to declare any conflict of interest they may have in the transaction for which the proposal is submitted or any potential conflict of interest. CREAW reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.
CONFIDENTIALITY STATEMENT
All data and information received from CREAW for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to CREAW.
