The Centre for Rights, Education and Awareness (CREAW) is a registered, feminist non-profit women rights organization founded in 1998 with a Vision of a just society where women and girls are valued, respected and enjoy full rights and live in dignity while the Mission is to transform the lives of all women and girls through championing gender equality, rights and social justice.
CREAW’s areas of focus are on (1) Addressing violence against women and girls (2) Women and girl’s participation in leadership and decision making (3) Advancing comprehensive sexual reproductive health rights (4) Strengthening localisation of resources for women rights organisation, movements and collectives (5) Investing in women and girl’s economic empowerment.
Project Background
The Women’s Voice and Leadership (WVL) Kenya Program was launched by the Global Affairs Canada seven years ago. This flagship program was announced in June 2017 is anchored on Canada’s Feminist International Assistance Policy (FIAP) which puts gender equality and the empowerment of women and girls at the heart of international development, humanitarian, peace & security efforts.
In Kenya, the WVL project is coordinated by CARE Kenya working with four principal partners: Urgent Action Fund-Africa, Center for Rights Education and Awareness (CREAW), Community Advocacy and Awareness Trust (CRAWN Trust) and Uraia Trust .
The program is aimed at tackling the barriers to gender equality and supporting the empowerment of women and girls through provision of financial and technical resources to local feminist/women’s rights organizations in Kenya. With women’s rights organizations (WROs) receiving only 0.13% of total Development Assistance (ODA) and 0.4% of all gender-related aid this is nowhere near enough to support meaningful and sustainable change.
The WVL interventions are therefore designed to respond to the challenges faced by women’s rights organisations especially nascent/grassroots in their efforts to eliminate discrimination , reduce gender based violence , push for reforms through policy and legislation, increase access to essential services and commodities and positively shift harmful social beliefs and practices.
The WVL-Kenya program also aims to strengthen the capacities of women’s rights organizations (WROs) and networks through the following:
- Improving the governance, management, programming, and sustainability of local WRO.
- Enhancing the delivery of quality services and advocacy by women’s rights organizations to advance gender equality in Kenya.
- Increased effectiveness of National and sub-national women’s rights platforms, networks, and alliances to affect gender transformative policy change and policy implementation in Kenya.
These were achieved through the outlined project strategies that CREAW focused on namely:
- Multi-year funding to 25 ultimate nascent Women’s Rights Organizations.
- Institutional capacity building for 25 nascent Women’s rights organizations.
Project implementation areas:
The project has sub granted to 25 nascent Women’s Rights Organisations in the following counties: Nakuru, Kisumu, Kiambu, Machakos, Kajiado, Uasin Gishu, Nyeri, Meru, Kilifi, Nairobi, Narok Tana River, Tharaka Nithi, Embu, Mombasa and Kwale.
Consultancy Timeline
The assignment is expected to take a maximum of 30 working days which includes desk-review, preparation (tools to be utilised), field visits, learning brief and final report
Consultancy Objectives:
- Evaluate the impact and effectiveness of the Women’s Voice and Leadership (WVL) Kenya Project in achieving its goals over the 5-year implementation period.
- Assess the extent to which the project has contributed to the empowerment of women and girls, advancement of women’s and girls’ rights, and promotion of gender equality in Kenya.
- Identify key outcomes and achievements of the project, including improvements in the governance, management, programming, and sustainability of local Women’s Rights Organizations (WROs).
- Evaluate the delivery of quality services and advocacy by WROs to advance gender equality, as well as the effectiveness of national and sub-national women’s rights platforms, networks, and alliances in influencing policy change and implementation.
Scope of Work:
- Conduct a comprehensive review of project documents, including proposals, reports, and monitoring and evaluation frameworks.
- Design and implement an end-line evaluation methodology that aligns with the project’s goals and objectives.
- Collect quantitative and qualitative data through interviews, focus group discussions, surveys, and document reviews.
- Analyze data to assess the impact of the project on the capacity and activities of WROs, as well as its contribution to gender equality outcomes.
- Identify key lessons learned, best practices, and areas for improvement in project implementation.
- Provide recommendations for future programming and sustainability of project outcomes.
Specific Tasks of the Consultant:
- Review project documentation to understand the context, goals, and strategies of the WVL Kenya Project.
- Develop an end-line evaluation plan, including data collection tools, sampling methodology, and analysis framework.
- Conduct field visits to project sites and engage with stakeholders, including WROs, project staff, and beneficiaries.
- Collect and analyze quantitative data on project outputs, outcomes, and impact indicators.
- Conduct qualitative interviews and focus group discussions to gather insights into the experiences and perspectives of project participants.
- Assess the effectiveness of project strategies, including multi-year funding and institutional capacity building for WROs and develop a learning brief.
- Evaluate the performance of national and sub-national women’s rights platforms, networks, and alliances in advocating for gender transformative policy change in the implementing countries.
- Prepare a comprehensive end-line evaluation report outlining findings, stories of change, conclusions, and recommendations for project stakeholders.
- Assess the extent to which technology can be used to enhance the programs objectives and management of WROs to ensure effective and quality programing.
Qualifications and Experience:
- Degree in Monitoring and Evaluation, Impact Measurement, Project Management, Statistics, Social Sciences, or a related field; a Master’s degree is an added advantage.
- At least 5 years of experience in monitoring and evaluation and program quality management in development programs, with a focus on gender equality and women’s rights.
- Demonstrated expertise in developing and implementing gender-transformative MEAL systems and plans.
- Proficiency in quantitative and qualitative research methodologies, data analysis, and reporting.
- Familiarity with mobile data collection tools (e.g., ODK, KOBO Collect) and GIS software is desirable.
- Demonstrated experience in working with non-government organisations in the areas of programming and institutional capacity development.
- Evidence of ability to produce high-quality analysis reports in English, and work within tight timeframes.
- Strong communication, interpersonal skills, and attention to detail.
Deliverables:
- Inception Report outlining the consultant understanding of the assignment, proposed methodology, work plan and timelines.
- Develop data collection tools to be used for the evaluation.
- Draft End-line Evaluation Report for review and feedback.
- Produce 1 learning brief
- Final End line Evaluation Report incorporating feedback and recommendations.
- Provide recommendations of programing tools and a plan of intergration.

- Copies of relevant academic certificates, training certificates, and professional memberships that demonstrate the consultant’s qualifications and expertise in monitoring and evaluation, gender equality, and women’s empowerment.
- Work samples i.e. evaluation summaries, data analysis reports, or presentations that showcase their skills and experience in conducting evaluations and producing high-quality deliverables.
- Letter of Intent expressing the consultant’s specific interest in the consultancy opportunity, highlighting relevant experiences and skills, and demonstrating a clear understanding of the project objectives and requirements.
- A clear outline of their availability for the consultancy period and any scheduling constraints or commitments that may need to be considered.
- The proposal should include a breakdown of proposed fees, with a proposal on how fees charged will be calculated, with indication of involvement/time allocated in providing the said services.
