Background
The Jasiri Consortium comprising Centre for Rights Education and Awareness (CREAW), Grassroots Organizations Operating Together in Sisterhood (GROOTS Kenya), Collaborative Center for Gender and Development (CCGD), Centre for Domestic Training and Development (CDTD) and Advocates for Social Change Kenya (ADSOCK) are jointly implementing the Jasiri Program for a period of 5 years (2023-2028). The program seeks to among other things address funding gaps in access to finance experienced by women owned Micro, Small and Medium Enterprises (MSMEs) in 16 counties in Kenya. i.e., Kiambu, Kakamega, Tana River, Bungoma, Garissa, Kilifi, Mombasa, Nairobi, Meru, Nyeri, Mandera, Kajiado, Busia, Kwale, Samburu, Baringo Counties.
The Jasiri Program initiative aims at empowering adolescent girls and young women (AGYW) aged 16–35 years who are survivors of Gender-Based Violence (GBV) or are at heightened risk of GBV. The program provides financial literacy training to young women participants aged 18-35. This forms part of the program support to prepare them to access affordable financial services and products aimed at enabling them startup businesses or boost existing enterprises they are running. The program aims to improve the economic resilience and wellbeing of over 100,000 young women.
To promote sustainability and enable participants to access ongoing capital for business growth, the Jasiri Program seeks to recruit a qualified and experienced fund manager to administer and manage the revolving fund in a manner that is survivor-centered, financially sustainable, gender-responsive, and aligned with the program’s objectives.
Purpose of the Assignment
The purpose of this assignment is to engage a competent organization to establish, manage, monitor, and grow the Jasiri revolving fund while ensuring that vulnerable AGYW survivors of GBV have access to appropriate, affordable, and responsive financing solutions that support business growth and economic empowerment.
The fund manager shall ensure prudent management of the revolving fund, maximize repayment rates through supportive approaches, maintain accountability and generate evidence for continuous learning.
Objectives of the Revolving Fund
The revolving fund aims to:
- Increase access to affordable and gender-responsive financing for AGYW survivors of GBV.
- Support business recovery, and expansion among vulnerable young women entrepreneurs through capacity building on entrepreneurship and access to finance.
- Build a sustainable financing mechanism through responsible recovery and reinvestment of returned funds and progressively prepare participants to access mainstream financial products and services.
- Generate evidence and learning on survivor-centered finance models for vulnerable populations especially young women.
Scope of Work
The selected fund manager shall undertake the following responsibilities:
- Fund Administration
The fund manager shall:
- Develop the operational systems.
- Co- create policies and procedures and controls for fund management.
- Co-create financing guidelines and operating manuals and strengthen the accountability mechanisms.
- Co-create and or/ Improve the risk management frameworks and recovery procedures.
- Ensure compliance with legal, regulatory, and program requirements.
2. Participant Assessment and Financing
The Fund Manager shall:
- Receive referrals from the Jasiri consortium partners, conduct business readiness assessments and evaluate business viability and financing needs.
- Conduct or facilitate Know Your Customer verification in compliance with the Central Bank of Kenya regulations.
- Approve and disburse the appropriate amounts based on the approved criteria.
- Provide real-time disbursement confirmations and transaction receipts to both Jasiri and participants.
3. Financial Literacy and Enterprise Support
The Fund Manager shall:
- Assess participants’ preparedness after undergoing training before financing.
- Identify capacity gaps and recommend support interventions.
- Make recommendations on favorable products available in the market and feedback to Jasiri on any referrals and performance of participants.
4. Revolving Fund Recovery and Portfolio Management
The Fund Manager shall:
- Manage repayment schedules and collections and minimize default.
- Monitor portfolio performance and repayment trends to pick learnings to inform future programming
- Recycle recovered funds to support additional GBV survivors.
5. Monitoring, Learning and Reporting
The Fund Manager shall:
- Establish a Management Information System (MIS) for fund tracking.
- Provide Jasiri with access to a real-time dashboard displaying disbursement, repayment, and balance data disaggregated by county, age, and amount.
- Monitor and report on fund performance regularly.
- Produce and share monthly updates, quarterly, and annual reports.
- Generate lessons learned and recommendations.
- Participate in consortium review meetings.
- Support impact assessments and audits pertaining to Jasiri program.
- Report all safeguarding incidents, SEAH risks, and participant safety concerns to the Jasiri Safeguarding Committee within 24 hours, and submit quarterly safeguarding compliance reports.
Minimum Eligibility Requirements
Interested and eligible organizations to meet the following requirements:
- Legally registered as a licensed financial service provider duly regulated by the Central Bank of Kenya.
- Minimum seven (7) years of experience managing credit, revolving funds, microfinance portfolios, women enterprise funds, or livelihood financing programs.
- Demonstrated experience managing grant disbursement and/or loan repayment programmes for development organizations, NGOs, or government bodies at scale.
- Compliance with Kenya’s Data Protection Act (2019), CBK regulations, and relevant AML/CFT frameworks.
- Experience managing enterprise development and economic empowerment programs.
- Demonstrated operational capacity to manage and track the funds.
- Robust governance and financial management systems.
- Clean regulatory and financial standing, evidenced by the most recent audited financial statements and regulatory compliance certificates.
- Previous experience handling survivor centered/responsive financing models will be an added advantage.
Proposal Submission Requirements
Interested organizations that meet the above requirements are invited to submit a technical proposal demonstrating company profile and organizational overview, regulatory licenses and certifications, understanding of assignment, approach and a track record of similar or relevant assignments. Further, submit a detailed financial proposal in Kenyan Shillings (KES).
