The Centre for Rights Education and Awareness (CREAW) was honored on Wednesday, August 16th, at the ongoing 10th Devolution Conference for its strides in promoting gender responsiveness and inclusivity. Standing out among the various institutions, CREAW emerged the winner in the prestigious CHUI category of the Devolution Awards. This category is dedicated to recognizing institutions that have demonstrated an exceptional commitment to fostering gender responsiveness and inclusivity across various demographic segments such as youth, women, children, persons with disabilities, older persons, and other vulnerable groups.

FAWE Kenya, CREAW Kenya and KRCS (Kenya Red Cross Society) are seeking the services of a qualified consultant to carry out a baseline study seeking to generate credible data on the status and influence of COVID 19 on Teenage Pregnancy in Kenya with a special focus on the 20 select Counties listed to guide the structuring of sustainable and impactful interventions.

The purpose of the baseline study is primarily to gain an understanding of the status of teenage pregnancy and Child Marriage in the Country with a special focus on target countries ahead of programme implementation. 

The proposals must be submitted no later than 5th October 2022, to FAWE Kenya via info@fawe.or.ke. Technical and Financial proposals will be accepted on a rolling basis and will be reviewed as soon as they are received, as such early submissions are encouraged. FAWE Kenya reserves the right to select a consultant before the fall of the timeline noted above. About CREAW
Centre for Rights Education and Awareness (CREAW) is a national feminist women’s right Non-Governmental Organization (NGO). Our focus has consistently set women and girl’s rights at the centre of everything we do. CREAW uses bold, innovative and holistic interventions for the realization of women and girl’s rights. Our programs have over the years focused on challenging practices that undermine equity, equality, and constitutionalism; promoting women’s participation in decision making; and deepening the ideology and philosophy of women’s empowerment. Background
Under the 2 years Embassy of Sweden through Forum Syd funded Haki Mashinani Project, CREAW seeks to strengthen accountability and implementation of national laws and policies on Gender Based Violence (GBV) in order to better prevent and respond to GBV among women and men in Nyeri and Kitui Counties. This will be realized by improving the capacity and action by women led accountability groups and Community Based Organizations to advocate for stronger accountability and implementation of GBV laws and policies and by Increasing gender sensitivity, responsiveness and coordination of GBV services by public authorities in Nyeri and Kitui counties by 2021.
Strategies employed by the project include skills building and capacity strengthening as well as public policy advocacy by women led accountability groups; public awareness campaigns, to address citizen apathy and increase demand for accountability of public authorities on implementation of laws and policies that address violence against women and girls; coalition and partnership building with state and non-state traditional actors; monitoring reflection and learning forums as well as documentation and dissemination of best practices.
Purpose of the Consultancy
CREAW wishes to hire the services of a qualified consultant to carry out a Multi-sectoral Needs Assessment to provide preliminary understanding of the situation and the needs of the project stakeholders. The information will enable CREAW identify the exact conditions existing at the start of the project and enable us measure the degree and quality of change during project implementation in line with the project’s outcome journal. The consultant will perform the following tasks:

  • Outline structural, systemic and environmental challenges limiting effective implementation of gender based violence laws in the two counties.
  • Identify the levels of inclusion of women in decision making around addressing gender based violence.
  • Outline extent of community apathy in addressing Gender based violence
  • Provide comparative data on community perceptions on accountability by public authorities implementing Gender Based Violence laws and policies.

Main Tasks of the Consultancy 
The consultant is expected to undertake the following tasks:

  1. Carry out a desk-review of relevant literature and project documents prior to the implementation of the assessment.
  2. Develop an inception report, detailing the assessment design, methodology, tools, work plan schedule and budget to carry out the assignment in each county.
  3. Lead data collection in the field including: designing and leading key informant interviews and focus group discussions; monitoring and ensuring data quality and research ethics are applied.
  4. Develop and submit the first draft of the assessment report and debriefing to CREAW. The reports should be comprehensive and provide detailed specific findings within each sector, providing key recommendations for implementation.
  5. Submit the final assessment report to CREAW office. The data collection tools used in the assessment should be submitted together with the report.

Required Skills and Experience of individual
The capacity development experts/trainer will be required who has qualification and experience as follows:

  • Advanced university degree in sociology, gender social work or other social sciences, public/community health, or related field with minimum of 5 years of relevant professional experience
  • Demonstrated experience in the development of designing training, developing manual and solid understanding of adult learning principals.
  • Prior training in gender and GBV issues and their application in development settings.
  • Experience in designing, facilitating participatory training and workshop for diverse groups
  • Familiarity with international standards, policies and tools related to GBV including GBV Guidelines, protocols.
  • Knowledge and experience of essential service package and other case handling approaches from GBV survivor centric approach.
  • Excellent interpersonal, problem-solving and team skills, and the ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs
  • Fully proficient in the following software applications: Word, Excel, and Power point.
  • Experience working with the Government system would be an asset.
  • Experience in GBV /violence against women & children training and developing gender responsive and survivor centred training manual, materials would be an asset.

Time-frame
The assignment is expected is expected to take a maximum of 10 days, which includes desk-review, preparation, and implementation, report-writing.
Role of CREAW

CREAW will provide the logistics and programme documents and be the link between the consultant and the project sites. CREAW will also review tools and provide support in the assessment process including venues for discussion and mobilize the required persons for interviews. The consultant will be responsible for guiding the entire Assessment process and all other specific responsibilities as stipulated in the TOR.
Expected Profile of the Lead Consultant 
The lead consultant is expected to hold the following qualifications in order to be eligible for this position:

  • The lead consultant must have a technical background in political science, economics, law, social science or others as may be relevant (at a minimum of Master’s Degree level) (Essential).
  • A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • The lead consultant must have demonstrated experience and expertise in designing and managing Rapid Assessment studies for similar projects and in delivering agreed outputs on time and within budget. (to provide copies of reports similar work in the last 3 years)
  • Experience and knowledge of governance, human rights, gender and participatory development Programmes. (Essential)
  • Experience of working with local communities and non-governmental organizations. (Essential)
  • Excellent writing, editing, attention to detail and organizational skills (Essential)
  • Fluency in English and Kiswahili. (Essential)

Background
Under the 3 years United Nation Trust Fund (UNTF) Wajibika Project, CREAW aims to ensure that women and girls in Nairobi, Narok and Isiolo counties are better protected against Gender Based Violence through effective implementation of national legislation, policies, national action plans and accountability structures to prevent and end violence against women and girls VAW/G. This will be realized through improved capacity and coordination of service providers across sectors to fighting VAW/G, women and girls enjoy their rights in a safe community free from VAWG and effective implementation of the gender related laws and policies on VAW/G at National and County levels.
Purpose of the Consultancy
CREAW has previous content that they have been using to train the service providers to be gender responsive and GBV survivor centric in their action. However, this is not structured and was mostly based on identified needs that resulted from the service providers in their line of duty.
To ensure comprehensive trainings which focus on the specific programmatic areas and which are tailor-made to the context in which the service providers operate, CREAW intends to develop a training manual for service providers to efficiently and responsively handle cases of gender violence against women and girls, while taking cognizance of available resources and leveraging on the learning and addressing gaps from other resources that have been developed by various agencies working in ending VAWGs.
The consultancy should be able to review the existing service and ethical guidelines, SOPs and GBV referral protocols and other related documents and models aligned with international standards in developing a training manual to enhance capacity of service providers in promoting survivor centric approach.
The Training Manual to be developed shall include modules on the following areas;

  • Introductory: Preparatory requirements for the trainings, training approaches/methodology in carrying out the training.
  • Gender and Child protection Legal framework: Highlighting the existing legal and policy frameworks in place on ending gender based violence against women and girls in Kenya.
  • Police: The module will target the police officers in charge of gender desks at police stations and local administration officers on improving efficiency and becoming more gender sensitive in handling GBV cases in line with the New Standard Operating Procedures (SOPs) for Prevention and Response to Sexual Violence in Kenya. 
  • Health: Sensitize the health care providers under the Ministry of Health through the County Government to implement the National Guidelines on Management of Sexual Violence in Kenya and improve documentation, treatment, management and referrals of women and girls who are survivors of gender based violence at the health facilities. 
  • Education: This module will target the teachers and the school administrators with knowledge and skills on child protection in the schooling, positive approaches to discipline, reporting and referral mechanisms. The training content should be in line with the protective provisions under the Education Act, Teacher Service Commission Act, and Teacher service commission code of conduct, Teacher Service Commission Circulars and other related models that address sexual abuse of girls in schools.
  • Judiciary: This module will seek to sensitize and train the judicial officers including prosecutors who are responsible for prosecuting cases of violence against women and girls. This will involve training on laws and procedure necessary for prosecuting successful cases, drafting of charges and strategies for prosecution as outlined in the Sexual Offences Act, PADV Act 2015 etc. 

Scope of work
The consultant is expected to undertake the following tasks:

  • Reviewing existing SOPs, Ethical Guideline and GBV referral Protocols and other related documents and mechanisms from survivor centric approach in line with the international commitment/standards
  • Familiarize with existing mechanism for capacity building to address GBV at National and County level.
  • Conduct desk-based research on gender responsive survivor centred service providers standard operating procedures, based on global and regional
  • Adapt/develop service providers’ manual integrating SOPs in the training manual with relevant reference materials.
  • Develop and adapt training materials for service providers.
  • Simplify the training modules into pocket-size booklets suitable for training and distributing to the various cohorts.
  • Pre-test and conduct validation workshop with heads of departments of the various service providers and relevant stakeholders.
  • Submit completion report with other developed documents

Ms. Rukia Yassin:- Chairperson of the Board
Over the last 12 years, her skills in strategic development, resource mobilization, research & evaluation, high quality writing and publications in the fields of HIV, Sexual Reproductive Health & Rights and Gender Based Violence, have enabled her to significantly contribute to interventions geared towards sustainable development in Africa and beyond. Ms. Yassin is currently a technical advisor based at Kenya’s Ministry of Health, where she is managing a Project on Sexual Violence Prevention and Response that is co-funded by the German Development Cooperation. During her free time, she enjoys working with young people by empowering and strengthening their potential in leadership and career development.
Justus Nyang’aya :- Vice Chairman
Justus  is a strong supporter of Adventist youth and a human rights activist. He is and has been the Country Director for Amnesty International for over 6 years. He has vast skills in Organizational Development Peace and Conflict Transformation, Human Rights Leadership and governance, Rights Based Programming and Advocacy, Process facilitation, International Relations, Nonprofits Capacity Building, Policy Analysis, Research and Organizational Development.
Samuel Gichohi – Treasurer
Samuel has been involved in various high profile Privatization and Capital Issues during his tenure in the industry and has built extensive experience in the equities market research and analysis function. He currently works at NIC Bank as Securities Business Development Manager since 2012. His main roles are identifying new opportunities and developing innovative ways to improve NIC Securities customer centric service delivery model, developing sophisticated investor pools through implementation of sustainable investor education and asset allocation policies through personalized client relationship.
Clement Mwangi –  Board Member
Clement has extensive experience in strategic and financial management of companies and is a skilled interpreter, translator, and developer of communications products for children. He earned Bachelors and Masters degrees in Finance, Banking and Insurance from the University of Nantes, France; and a subsequent Masters degree in Education and International Cooperation at Rene Descartes University (Paris V), France.
Since 2005, he has built varied experience as an independent consultant in Educational Planning, Translation and Interpretation.
Hon. Justice Joel Ngugi – Board Member
Justice Ngugi was appointed by the Chief Justice to head the Judiciary Transformation Secretariat which was responsible for implementing the Judiciary Transformation Framework 2012-2016. He was later appointed by the Chief Justice as the Director of the Judiciary Training Institute. Prior to joining the Judiciary, Professor Ngugi was based at the University of Washington (Seattle, Washington) where he had taught law since 2004.
Professor Ngugi has worked with the United Nations Mission in Kosovo (UNMIK). He obtained a Bachelor of Laws Degree from the University of Nairobi in 1996 then proceeded to the Kenya School of Law in 1997 for a Postgraduate Diploma in Law. He then went to Harvard University where he obtained an LL.M. in 1999 and an S.J.D. in 2002.
Justice Ngugi represents the Chief Justice in the Council for Legal Education (CLE).
Esther Mwaura – Board Member
Esther is a passionate and dynamic Senior Education Officer. Currently, she is working with the ministry of Environment, Water & Natural resources. She has in the past worked with the Ministry of Education where she maintained a high level of quality assurance in all education institutions in Embu County.
She was involved in capacity building of school managers, administrators and teachers. She has also been involved in enhancement of Guidance and Counseling, ensuring sound financial management as well as ensuring effective curriculum implementation in education institutions.
Professor Wambui Mwangi
Professor Wambui Mwangi attended Loreto Convent Valley Road and St. Mary’s School, Nairobi before graduating from Smith College, Northampton, Massachusetts.
She has post-graduate degrees from McGill University, Montreal, and the University of Pennsylvania, Philadelphia. She has taught at Vassar College, New York and the University of Toronto. She has a passion for post-colonial theory and Kenyan political history. Her scholarly work, fiction, creative non-fiction, poetry and photography have been published in various journals worldwide.
She is the Director of Generation Kenya and a member of Concerned Kenyan Writers.
Wangechi L. Wachira – Moegi – Executive Director, Ex Officio member and secretary to the board
Wangechi has over 10 years of experience in human rights, gender, development, and equity initiatives within civil society. She earned her B.A. in Social Sciences and Diploma in Cultural Tourism from the University of Nairobi. She has also engaged in various international training programs, such as the Training in Human Rights at the Raul Wallenberg Institute in Sweden.
Wangechi is the head of policies and systems, manages the day-to-day operations of the organization, serves as the professional advisor to the board ,recommends appropriate policy issues for the board’s attention, as well as implementing already adopted policies.

Leadership and Management Award
CREAW had been the best to put in place a good succession plan, proper leadership processes, from the Board, trustees, Executive, Secretariat , Management team and any other functional process, within our organogram, that demonstrated proper leadership and trust, on 14th December 2011.
Overall Financial Management Award
Where it reflected on better systems and processes, put in place within the organization, for governing and regulating financial transactions, transparency and proper accountability mechanisms, on 14th December 2011.

Jury Award

Awarded following the adoption of lessons learnt in the previous award ceremony, and improving our status to a better level, with several accomplishments, on 14th December 2011.
2nd Runners up, in performance
CREAW was handed this award for recognition of the excellent work it has been doing, on 14th December 2011.
Monitoring, Evaluation and Review
CREAW has received the Civil Society of the Year Award (CSOYA) for its Outstanding Monitoring, Evaluation and Review Practices, on 8th August 2008.

Access to Justice Programme

Since inception, CREAW has handled over 16,000 cases for and on behalf of the poor and marginalised women of Kenya in pursuit of legal justice. The said cases entail numerous actions emanating from various violations of women’s human rights including sexual and gender-based violence (SGBV) including defilements, women’s property rights, probate and administration (succession and inheritance), matrimonial (custody, maintenance, division of property, separation and divorce), early marriages and female genital mutilation.
CREAW also undertakes strategic impact litigation and at the moment has several cases pending in court among them, sexual harassment in the work place; citizenship rights; property rights among others.
CREAW also offers support services to survivors of SGBV including individual and group therapy support.
Advocacy for Legal and Policy Reform
CREAW, as a member of the Juvenile Justice Network, was amongst organisations that drafted the original Sexual Offences Bill that was presented to the Attorney General, Hon. Amos Wako. Upon the bill being taken over by the Nominated Member of Parliament, Hon. Njoki Ndung’u, as a private members bill, CREAW served as member of the Technical Task Force that completed the final bill that was tabled in Parliament for debate. Thereafter, CREAW hosted the Civil Society Task Force that lobbied and advocated for the bill to be passed into law. Under the said task force, the civil society was able to meet various stakeholders, among them political parties, party leaders, KEWOPA, parliamentary sub-committees. After the bill was passed as an Act of Parliament, CREAW and partners simplified the Act, translated it into Kiswahili and produced 10,000 copies for dissemination. CREAW hopes to equip each pupil (primary and secondary) with a copy of the simplified version.
CREAW has also drafted an Affirmative Action Bill that seeks to entrench the principle of Affirmative Action into our current constitution. If passed into Law, the same would be a strategic intervention on the structural and legal barriers and thus enable women and other marginalised groups access their rights to effective and meaningful participation in decision making positions in the country.
In the run for 2007 general elections, CREAW worked with 25 women candidates for civic positions, out of which five were elected and twonominated. We also worked with eight women parlianmentary aspirants and one woman presidential candidate.
CREAW with other partners also engendered the Political Parties Bill that was subsequently passed into an Act of Parliament and which became operational in July 2008.
CREAW is currently working on several policy and legislative reforms including the New Constitution,and the Great Lakes PACT and Protocols on Peace, Stability and Development especially with regard to the protocol on the Prevention and Suppression of Sexual Violence Against Women and Children.

Status of Women: Facts and figures on the status of women in Kenya!
Community Awareness and Education
· In 2001, CREAW received an International Award for Community Awareness and in 2004 received the Mayor’s Achievers Award for its Campaign against rape.
· CREAW continues its empowerment and community awareness programs at various levels of community with women, men and the youth in general through community mobilization, debates and Forums
· On 25th May 2007, CREAW mobilised and brought together over twelve thousand ( 12,000) womenfrom all over the country to mark the African Women’s Day but more importantly to launch the One Million Signature Campaign for Affirmative Action. This was preceded by Provincial Forumsthat brought together thousands of women clamouring for the same said Affirmative action thus declaring year 2007 the year for Affirmative Action.
· Reclaiming the vulnerable Rape Red Spots by identifying the notorious Red Spots and thereafter mobilizing various stakeholders to reclaim the same for the women and rest of society. This program saw numerous spots reclaimed by reigning in the Duty bearers (police), private sector and City Council to provide security, lighting and strategic interventions respectively, thereby reclaiming these spots for the benefit of the users.
· CREAW successfully implemented the National Civic Education Program and Gender and Governance programs in four out of the seven Provinces in Kenya.
Youth Mentorship and School Outreach

Under a partnership with the Nairobi University Law Faculty, CREAW initiated its Youth and schools outreach programs that have seen extremely powerful debates and conversations on sensitive human rights programs and interventions. This has further led to a Youth mentorship program and out reach in schools with our University students as role models as well as educators on selected topics.
Internships
CREAW’s internship program has continued to offer Law students as well as other young people the opportunity to develop and test their theoretical skills in programmatic work especially in the criminal justice system. Every three months and in collaboration with the University of Nairobi Law Faculty, CREAW hosts six interns who not only get vast exposure and experience in programs, but also challenge some of their theoretical skills thus getting better insights understanding, lessons and learning’s.
Networking and Collaboration
CREAW continues to network with progressive and dynamic networks and organisations that have a shared vision. In this regard, CREAW belongs to several National and Regional Networks thus creating synergy and facilitating information exchange, joint programs of Action on women human rights, as well as joint advocacy programs to push agenda. Some of these Networks include the National Civil Society Congress, The GBV Prevention Network; Mifumi Bride-Price Network; Women Direct; Fathers and Sons against Gender Based Violence among others.
Partnerships:
CREAW now has built strong and dependable partnerships with various development partners that has seen the organisation strengthen its programs and out reach for the benefit of its constituents. These include amongst others, the joint funders of the Gender and Governance (GGP) and the National Civic Education Program (NCEP) basket funds; Canadian International Development Aid – Gender Equity Support Project (CIDA- GESP), Royal Netherlands Embassy, the Ford Foundation, Spanish Embassy, UNIFEM, Sigrid Rausing Trust, Christian Aid, and German Technical Cooperation(GTZ).
